Tree Condition and Risk Assessments
Tree Safety Surveys
Flow Tree Consultancy provides tree condition and risk assessments for homeowners, schools, estates, local authorities and commercial property owners.
The service is designed to help clients understand the condition of their trees, identify where there may be an unacceptable risk to people or property, and make proportionate management decisions. Assessments are approached in a practical way, with the level of inspection matched to the site, occupancy, and condition of the trees being considered. This reflects National Tree Safety Group (NTSG) guidance, which supports proportionate risk management.
All assessments are carried out as visual, ground-based inspections.
When is this type of service required
This service may be needed where there is a legal duty of care to manage trees responsibly, where there is concern about the condition of particular trees, where trees are located near high occupancy targets such as roads, paths, buildings or play areas, where visible defects or storm damage have raised concern, or where a property owner, manager or occupier wants clear arboricultural advice on what action, if any, may be appropriate.

Tree Condition Surveys and Reports
Quantified Tree Risk Assessments (QTRA)
Tree condition assessments are generally suited to smaller sites and more specific instructions, such as individual trees, gardens and residential properties.
They are particularly relevant for homeowners or smaller property owners who want one or more trees inspected and professionally assessed.
These detailed assessments focus on the condition of the tree or trees concerned, including relevant defects, structural condition, obvious health issues, and any factors that may affect their ongoing management. They are useful where a client wants clear advice on the current condition of a tree, whether there are any concerns in relation to people or property, and whether any management recommendations should be considered.
These reports are aimed primarily at smaller-scale situations where the instruction relates to a limited number of trees rather than a wider managed tree stock.
QTRA tree risk assessments provide a structured approach to assessing the risk of harm from tree failure.
A key part of the approach is that it first assesses potential targets, such as people, vehicles or property, to inform whether a closer tree inspection is required and, if so, to what degree of rigour.
QTRA provides a framework for quantifying risk in a reasoned and proportionate way. This helps support management decisions that take account of risk, the benefits provided by trees, and the cost of intervention.
This type of assessment is particularly useful where trees need to be considered in the context of how a site is actually used. That may include schools, estates, local authorities, commercial property owners and other landowners responsible for managing trees in areas used by people, vehicles or property.
QTRA-based assessments can also help management recommendations to be prioritised according to risk. This can support phased decision-making and help with budgeting for tree works over time, particularly where there are multiple trees to manage.
The purpose is not to remove risk entirely, but to assess it and manage it proportionately.
